Al Boykin, CEO
Alan is an experienced acquisition leader, facilitator and SME for a myriad of industry and government agencies. Possessing over 25 years in the federal sector, he is an esteemed champion in acquisition training, management and professional development while holding executive positions with DoD, NCMA and Industry.
Mr. Boykin is also a retired Colonel with the U.S. Air Force with the following certifications: DAWIA Level III (Contracting); DAWIA Level I (Program Management); Certified Professional Contracts Manager (CPCM); and Certified Federal Contracts Manager (CFCM).
Charlie E. Williams, Jr. President
Charlie brings 35 years of acquisition planning and contract management experience to PACE LLC and assists the CEO in maintaining both a positive corporate culture and standard of excellence in deliverables. Prior to joining PACE, Mr. Williams provided independent consulting, strategic advice and support to defense industry and government officials as President of CWilliams LLC. He served in the DoD as the Director of the Defense Contract Management Agency and as Deputy Assistant Secretary Contracting in the Office of the Assistant Secretary of the Air Force for Acquisition amongst other positions. Mr. Williams is Level III certified in Contracting, an NCMA Fellow and holds degrees from Middle Tennessee State University, Tennessee State University and the Industrial College of the Armed Forces.

Kathlyn Boykin Operations & Chief of Staff
Kathlyn is responsible for day-to-day operations of the company, ensuring our HR, Finance and Contracts departments are equipped to navigate the complexities of a GovCon business. Ms. Boykin brings over 20 years of knowledge and experience in systems, effective organization management, corporate communication, adult education and professional development. Ms. Boykin received her Bachelor’s degree in Communications from Howard University and a Master of Science in Communications Management from Syracuse University.
Kate Dunn, CPA, Controller
Kate oversees the company’s accounting and finance functions. She has nearly twenty years of experience in accounting and business management, and is a licensed certified public accountant. Ms. Dunn received her Bachelor’s degree in Accounting and a Master of Science degree in Accounting and Taxation from Florida Gulf Coast University.
Yolanda Brown Contracts Manager
Yolanda manages all contracts, subcontracts, and teaming agreements. She supports PACE clients by executing consultant agreements and ensuring accurate required documentation for all contract awards and modifications. Ms. Brown has over 15 years of Acquisition and Contract Management experience with federal civilian agencies and the Department of Defense. She is a retired Army veteran who last served as a Contingency Contracting Officer with the U.S. Army Reserves. Yolanda is a Certified Federal Contracts Manager (CFCM) and holds a Federal Acquisition Certification in Contracting (FAC-C) Level III. Yolanda received her undergraduate and graduate degrees from the University of Maryland University College in Legal Studies and Procurement & Contract Management.
Sheila Linnell, HR Manager
Sheila is critical to the onboarding, benefits enrollment, performance review and recruitment processes and responsible for synthesizing and maintaining the accuracy of all employee data. Ms. Linnell received her Bachelor’s degree from Iowa State University where she double majored in Political Science and International Studies with a minor in German.
Trevor Johnson Senior Business Analyst
Trevor has over a decade of federal consulting experience, demonstrating expertise in contracts, pricing analysis, proposal development, grants management, and project management. A graduate of Old Dominion University, Mr. Johnson holds a bachelor's degree in Business Administration with a concentration in Management, equipping him with a strong foundation in strategic decision-making and organizational leadership.
